School infrastructure was part of a wider education outcome.

PEDP4 aimed to improve the quality and equity of primary education across Bangladesh. Safe drinking water, gender-segregated WASH facilities and accessible school infrastructure were treated as part of the learning environment—not as isolated construction outputs.

The management challenge

Keep thousands of school works visible, reviewable and financially controlled.

01

National distribution

Schools, water sources and WASH blocks were spread across districts, upazilas and engineering offices.

02

Multiple control points

Site approval, tendering, contracting, allocation, measurement, bills and extensions each required a governed record.

03

Evidence beyond percentages

Management needed school-linked photos, water-quality screening and completion evidence alongside financial progress.

Tiger One-based solution

A connected operating record for the complete delivery lifecycle.

The system provides one management environment spanning site information, audit and accounts, contract and tender information, digital assets, packages, allocation and receipts, water-quality screening, pre-final bills, final bills and time extensions.

01

Plan sites

School and site information, approved locations, technical scope and packages.

02

Procure works

Estimates, tenders, contracts, contract values and contractor records.

03

Fund delivery

Annual plans, allocations, receipts and field-level financial requests.

04

Verify progress

School-linked photographs, physical progress and water-quality screening.

05

Close contracts

Pre-final and final bills, measurements, approvals, returns and audit trail.

06

Govern exceptions

Time-extension requests, processing, approvals and imposed delay fines.

Management view

One screen connected physical, financial and contractual progress.

Instead of presenting the supplied internal screenshot publicly, this representative view captures the management logic visible in it.

Official implementation context

DPHE’s monitored delivery reached tens of thousands of school facilities.

The government’s January–June 2025 environmental monitoring report recorded the following cumulative progress at that reporting point.

44,000+WASH blocks constructed
17,000+water sources installed
7,500+WASH blocks maintained
40,000+water-quality monitoring records
15,500+laboratory water-quality tests
≈300office WASH facilities

Public-facing figures are presented as rounded scale indicators. Internal dashboard values and screens are not reproduced.

Operational value

Management could follow the work—not just the aggregate target.

Portfolio visibility

National totals could be traced into school, site, package, contract and field-level records.

Evidence-led review

Progress photographs and digital assets placed physical delivery beside the reported percentage.

Financial discipline

Allocations, receipts, pre-final bills, final bills and approvals stayed within a connected workflow.

Exception governance

Time extensions, processing status, approvals and delay fines became visible to management.

After programme completion

The delivery record can become a school-WASH serviceability asset.

With PEDP4 concluded, the connected dataset can support maintenance prioritization, water-quality follow-up, facility serviceability tracking, contractor performance analysis and evidence-based planning for the next education programme.

01

Maintenance planning

Rank facilities by age, defects, usage, geography and prior maintenance history.

02

Water-quality follow-up

Link screening and laboratory results to each school water source and its inspection history.

03

Serviceability monitoring

Move from “constructed” to whether water points and WASH blocks remain functional and accessible.

04

Future programme design

Use delivery, cost, delay and contractor evidence to improve targeting and implementation choices.
